Silang, Cavite – The Department of Public Works and Highways (DPWH) Secretary Mark Villar awarded the Original Proponent Status of the Cavite-Tagaytay-Batangas (CTBEX) to the Metro Pacific Tollways South, a business unit of Metro Pacific Tollways Corporation, a subsidiary of the Metro Pacific Investments Corporation. It was in July of 2017 that MPT South submitted the proposal to DPWH with the objective of reducing travel time of motorists going to Tagaytay and Nasugbu from Manila and vice versa. CTBEX will connect seamlessly with the Cavite-Laguna and Cavitex Expressways of MPTC and will reduce vehicle operating costs, improve communities through employment and income growth from land development and improve urban setting, as well as increase tourist visits to the municipalities which will be traversed by the alignment.

“We are glad to award the original proponent status to MPT South, their commitment to nation-building is commendable. CTBEX will decongest approximately 23,000 vehicles daily from existing thoroughfares. Moreover, with CTBEX, travel will be seamless via MPT South’s network of tollroads. Mapping out the routes, access to region 4A may start from C5-Southlink in Taguig connecting to CAVITEX, CALAEX then CTBEX and from Manila via CAVITEX, CALAEX then CTBEX. Our doors are open to any developer with viable proposals, after all, now is the golden age of infrastructure as we find more routes that pave the progress of our Nation.” Said Secretary Mark Villar.

The project is expected to provide congestion relief to Aguinaldo Highway and Tagaytay Nasugbu road, where traffic is expected to grow by 4% annually over the next decade. Travel time will be shortened in 2 major routes namely Governor’s Drive to Nasugbu, where the usual 1 hour and 42 mins will be reduced to 44 mins, equivalent to 56% time savings, and the Sta. Rosa to Tagaytay Route, where the usual travel of 2 hours will be reduced to 46 minutes, equivalent to 62% time savings. Also, vehicle operating cost for Class 1 vehicles will decrease by 12% on opening year due to the shortened travel time.
The 50.42 km CTBEX that will connect from the West of Silang East Interchange of the Cavite Laguna Expressway (CALAEX) will pass through Silang, Pook, Amadeo, Tagaytay, Mendez, Alfonso, Magallanes, Tuy and Nasugbu. It will have 8 main interchanges (Silang East, Pook,

Aguinaldo, Amadeo, Mendez, Alfonso, Magallanes, Nasugbu), and two spur roads (Tagaytay and Tuy), and is estimated to cost P22 Billion including right of way.
“Our objective in proposing this road is connectivity, providing thousands of motorists an alternative route to and from region 4A. It is a sensible connection to CALAEX, as both alignments will decongest traffic in Cavite, Laguna and Batangas. More so, it will spur jobs generation brought about by tourism, trade and commerce. This awarding of the Original Proponent status of CTBEX is just the beginning, we are cognizant that this proposal will still be subject to NEDA approval, successful negotiation with DPWH on the terms of the concession and lastly, a Swiss challenge; all of which should be completed by the 2nd quarter of 2019, and subject to the acquisition of the right of way, 2020 is the target date of construction ” said Luigi Bautista, President and CEO of Metro Pacific Tollways South. “Once completed, CTBEX will be the preferred route for motorists going to Tagaytay and Nasugbu from Manila and vice versa as this will seamlessly connect to CALAEX and CAVITEX”, added Mr. Bautista.

MPT South Corporation is currently constructing the Cavite Laguna Expressway which will connect to Cavitex and the C5-Southlink that will enable transfers from Laguna, Cavite, Manila, Las Piñas, Parañaque and Taguig to be seamless.

MPTC jumpstarts Visayas expansion

CEBU CITY: Metro Pacific Tollways Corporation (MPTC), the tollway arm of the Pangilinan-led Metro Pacific Investments Corporation, has started expanding outside the Luzon region by commencing the construction of the Cebu-Cordova Link Expressway (CCLEX) Project.

“This is very important to us. In the Philippines, it is our first expressway project outside of Luzon. Before, all of our projects were in Luzon, and now we’re expanding to Visayas, and then hopefully will lead to Mindanao as well,” MPTC President and Chief Executive Officer Rodrigo Franco told reporters in a chance interview.

Franco made the statement on Thursday during the launch of the 8.5-kilometer CCLEX project, which is being undertaken by subsidiary Cebu Cordova Link Expressway Corporation (CCLEC).

MPTC is the holding company of the Luzon-based North Luzon Expressway (NLEX), Subic-Clark-Tarlac Expressway (SCTEX) and the Manila-Cavite Expressway (CAVITEX).

“We’re looking at the projects of the national government and see, because they made some announcements that they would be constructing roads and then bidding out the O&M (operations and maintenance). Those might be of interest,” Franco said, referring to possible projects in Mindanao.

The CCLEX project is a public-private partnership of CCLEC with the local government units of Cebu. The contractor of the project is the Cebu Link Joint Venture, a consortium of Spain-based Acciona Construccion S.A and Philippine-based First Balfour Inc. and D.M. Consunji Inc.

“Total project cost, P26 billion to P29 billion,” Franco said. The expressway, which will link mainland Cebu to Mactan via Cebu City and Cordova municipality, is expected to reduce congestion in the involved areas, thus spurring economic growth in Cebu.

“It’s eight kilometers, it would take you seven to 10 minutes to cross the bridge. It will cut the travel time by half because the existing bridges are on the northern part of Cebu City. Now, this is the first bridge on the southern part of Cebu City,” Franco said.

“We’re expecting traffic initially of around 40,000 vehicles per day,” he added, noting that the project is expected to be completed in 2021. Toll fee will be around P89, according to Franco.

He also said that there might be upcoming MPTC projects in Cebu following the CCLEX as “our sister companies are also exploring other opportunities here.”

CCLEX is also known as the third bridge connecting mainland Cebu to Mactan. Public Works and Highways Secretary Mark Villar said that the government is looking at the possibility of constructing a fourth bridge, as advised by the Japan International Cooperation Agency.

Mayroon kaming ginagawang plano sa (We are making plans for a) fourth bridge. We are hoping to start pag natapos na yung ginagawa ng JICA (once the one that is being built by JICA is completed). We are hoping we can finish [the]engineering design and feasibility [study]this year, para next year makapagsimula na [so that next year we can already start],” Villar said.

“Based on studies, masyado nang congested yung dalawang bridges (the two bridges are already too congested),” Villar added.

Be ready for ‘Cordova-boom’

Developers urged to position projects for take off of Cordova’s economy spurred by 3rd bridge project

Prospects are high for the third-class municipality of Cordova as construction of the third bridge connecting mainland Cebu to Mactan Island starts.

Land value is expected to increase as more investors are seen to consider the town as an investment destination.

For property management and research firm Colliers, the Cebu – Cordova Link Expressway (CCLEX) project should beckon property developers, both local and national, to pursue development projects in the town which is on the same island as the Mactan Cebu International Airport (MCIA).

For developers, our recommendation will be to look at the land bank within Cordova that they could acquire as early as now. If they don’t have the current land bank, they could partner with local developers,” said Colliers’ Research Manager Joey Bondoc, in an interview.

Since Cordova is on Mactan Island, Colliers suggests that developers look at leisure-oriented estates and townships to be built in the town in order to capture the expected increase in the number of tourists coming to Cebu with the opening of MCIA’s Terminal 2 just last July 1.

The alternative link provided by CCLEX, which removes the need to pass through Mandaue City when coming from Mactan going to Cebu City, will make Cordova town attractive to investors, Bondoc added.

According to Bondoc, bigger national developers could bring in their expertise in developing large expanses of land and partner with local developers and homegrown brands in pursuing projects in Cordova.

“The CCLEX is one of the projects that we mentioned that will complement the recently completed Terminal 1 of the MCIA. Since it’s part of Mactan, it will boost not just Lapu-Lapu City but also Cordova,” he said.

The Cebu – Cordova Link Expressway Corp. (CCLEC), a local subsidiary of the Manny Pangilinan-led Metro Pacific Investments Corp. (MPIC), is investing close to P30 billion for the project.

Last Thursday, the civil works contractor of the project and CCLEC officials started with the ceremonial piling works for the project.

It is targeted to be completed by 2021.

The civil works contractor of the project is the Cebu Link Joint Venture (CLJV), a consortium of Spain-based Acciona Construccion S.A., and Philippine-based First Balfour Inc. and D.M. Consunji Inc.

Economic activity

Providing inter-island connectivity, which helps decongest traffic going to and from Mactan Island is also a contributor of growth in economic activities.

National Economic Development Authority (NEDA) 7 Regional Director Efren Carreon said that in order to spur more economic activities in a certain area like
Cordova, creating access should be prioritized.

“This is really a very important infrastructure that will bring about economic development not only in the two local government units but the entire Province of Cebu and the entire region of Central Visayas,” Carreon said.

With this is an expected offshoot which is the increase in the value of land and the selling prices of these properties.

While this may contribute to a higher cost of doing business for investors wanting to go to Cordova, Carreon said this is negated by the economic benefits that can be derived from doing so.

CCLEC President and General Manager Allan Alfon said that the CCLEX project would transform Cordova into an “investors’ paradise.”

In fact, he said, he’s heard several investors had already expressed interest in setting up shop in Cordova including a big developer of industrial estates that would want to locate in the town and introduce multi-national locators there.

He said that there are also some real estate developers, both local and from Manila, that are looking for properties to buy in Cordova.

He said these developers are interested in putting up residential condominiums, horizontal developments, and even commercial and leisure developments like hotels.

In order to prepare for this economic boom, the local government of Cordova has also started pursuing projects to improve their town as early as now.

Cordova Mayor Mary Therese Sitoy-Cho said they had already started talking with the Department of Public Works and Highways (DPWH) in improving road networks in the town through road widening and road concreting projects.

They have also started implementing a traffic code in the town.

New roads change landscape, spur economic development

MANILA, Philippines — A growing optimism has spurred the industry sector as various infrastructure projects have continued to pave the path toward economic growth.

The anticipation of major road infrastructure, such as the NLEX Harbor Link Segment 10, is drawing further new investments while expanding economic opportunities in the countryside.

Central Luzon, for instance, has been the country’s second fastest growing region, garnering an increase of 9.5 percent in gross regional domestic product in 2016, according to the National Economic and Development Authority (NEDA).  Such economic vibrancy has been stimulated by a variety of factors, such as the ever-expanding network of efficient and modern expressways.

Consistent with the vision of the government’s massive infrastructure plan – the Build Build Build program – the NLEX Harbor Link Segment 10 is among the high impact projects that are seen to boost the productive capacity of the economy, create jobs, increase incomes, and ease traffic congestion in Metro Manila.

“We’re very excited that the vision of President Rodrigo Duterte for the Philippines is quickly becoming a reality, and part of it is the decongestion of Metro Manila traffic, which is one of the major thrusts of the Build Build Build,” said Public Works and Highways Secretary Mark Villar in his speech during the progress inspection of the NLEX Harbor Link Segment 10 in Samson Road, Caloocan City.

NLEX Corp. president and chief executive officer Rodrigo Franco affirms the tollway company’s commitment as a “critical enabler” for industries to grow, and assures NLEX Harbor Link Segment 10 motorists that “they will get the same seamless, safe, and comfortable travel experience already available in the NLEX.”

Driving commerce

The NLEX Harbor Link Segment 10, an 8.25-kilometer, 4-lane elevated expressway traversing MacArthur Highway in Karuhatan, Valenzuela City and eventually reaching Radial Road 10 in (R-10) Navotas City, will primarily cater to the transport logistics industry that operates between the port of Manila and Central and Northern Luzon provinces.

Freight forwarders, logistics services providers, truckers, and terminal operators —who are currently affected by the congestion through the major streets of Manila — may soon benefit from the direct access to NLEX from the R10 and vice-versa. Cargo trucks shall hence be spared from the truck ban and will subsequently experience quicker turn around.

Faster travel means more trips for cargo trucks, lesser trucking costs, and will even lead to on-time delivery of goods to different inland destinations.

Spurring economic activities

It can be recalled that in 2017 the Japan International Cooperation Agency (JICA), reported that traffic congestion in Metro Manila results in an estimated economic productivity loss of around P3.5 billion a day and which will increase to about P6.0 billion per day by 2030 if no interventions would take place.

With the NLEX Harbor Link Segment 10 nearing its completion, one can already see a light at the end of the tunnel. Further, as the road network is crucial in creating an enabling business environment, the new expressway will also spur economic activities in the CAMANAVA (Caloocan, Malabon, Navotas, Valenzuela) area.

Cuts travel time by 50%

“We are optimistic that through the help of our partners in government, we will be able to finish the project in October this year to further deliver seamless and safe travel to our motorists,” said NLEX Corp. senior vice president for Tollways Development and Engineering Raul Ignacio.

With this alternative access to Central and Northern Luzon, we can expect improvement in traffic along major thoroughfares in Metro Manila and daily users can head straight to the NLEX bypassing EDSA and the Balintawak Toll Plaza altogether.

Travelers from Manila to North Luzon and vice-versa may anticipate a shorter travel time as the elevated expressway of Harbor Link has direct routes between the North Luzon, CAMANAVA, and Northern Manila areas. It also permits an average speed of 80kph, which cuts travel time by almost half.

Consequently, driving from NLEX Valenzuela to R10 in Navotas may only take 11 minutes from the usual travel time of 23 minutes (via Balintawak-Monumento), while driving From NLEX to Navotas via Cloverleaf Balintawak-A. Bonifacio/C3 may soon take only 13 minutes as compared to the current travel time of 26 minutes.

Much improved road safety

Motorists and the riding public are also assured of high-quality NLEX pavement that they have been used to when regularly traveling between Manila and the northern provinces of Luzon.

P800-M Cavitex enhancement almost finished

The P800-million enhancement of the Manila-Cavite Expressway’s (Cavitex) will be completed by end of this July or early August, J. Luigi L. Bautista, President and CEO of proponent Cavite Infrastructure Corporation (CIC) announced during yesterday’s project inspection.

Department of Public Works and Highways (DPWH) Secretary Mark Villar, inspected the ongoing construction of a flyover on the southbound lane, and road widening on both directions of the expressway.

“Cavitex, being the gateway to the Cavite, Laguna and Batangas provinces, responds to the challenges of progress,” he noted.

“More cars pass Cavitex year on year, a sign that Region 4A continues to boom, and is likely to become a highly progressive and viable area for more investments. The various enhancement projects in Cavitex will improve travel time here by around 20 to 30 minutes,” according to the DPWH secretary.

The Cavitex enhancement project aims to ease traffic in the area and respond to the traffic congestion being experienced by motorists.

The decongestion strategy of CIC comes in two phases.

The first phase costs about P400 million and covers the road widening from MIAA to Zapote, as well as the Southbound Flyover on the intersection of Pacific Avenue.

The second phase, worth about the same, consists of the bridge widening at the Wawa, Las Piñas area.
“These enhancement projects started late last year and were slated to finish by August 2018, but we will complete them within July 2018,” Bautista explained.

“On top of these, we are also adding 15 tollbooths – 3 on the northbound direction, 2 on the southbound direction, and 5 portable booths each on the north and south sides of the Parañaque toll plaza. This will effectively double our throughput capacity.”

“About 140,000 cars pass Cavitex at different periods of the day and we would like each one of them to have a good experience to take with them afterperiods of the day, and we would like each one of them to have a good experience to take with them after passing our expressway,” the CIC President added.

The Cavitex is the start of a road network being expanded by the Metro Pacific Tollways South, a subsidiary of the Metro Pacific Tollways Corporation.

It will connect to the 45 kilometer Cavite-Laguna Expressway until Mamplasan, Biñan, Laguna, giving motorists more travel options.

MPT South to extend Cavitex with P23.2-billion investment

AFTER investing roughly P700 million to enhance the capacity and decongest the Manila-Cavite Toll Expressway (Cavitex), Metro Pacific Tollways South Corp. (MPT South) plans to further extend the thoroughfare through a P23.2-billion investment to serve more motorists in the Southern Tagalog region.

Cavitex Infrastructure Corp. (CIC) President Luigi L. Bautista said his group plans to execute another portion of its concession agreement, which calls for the extension of the expressway to Rosario, and the linking of the thoroughfare to the future Cavite-Laguna Expressway (Calax).

“There are two segments we want to do: Segment 4, which will connect Cavitex to Calax; and Segment 5, which will extend Kawit to Rosario and has the potential to be extended to Tanza and Naic,” he said in an interview.

Currently, the company is finalizing the business proposal by the end of this month. It will be submitted to the Toll Regulatory Board (TRB) thereafter.

“Segment 5 is about P22 billion, which is only the portion that will extend up to Rosario. Segment 4 is about P1.2 billion,” he said.

This development comes as the company nears the completion of a P700-million investment on the enhancement of the Cavitex. It will come in two phases.

The first phase, which is about P400 million, entails the widening of the road from Miaa to Zapote, as well as the Southbound Flyover on the intersection of Pacific Avenue

The second phase, worth about P300 million, consists of the bridge widening at the Wawa, Las Piñas, area.

“These enhancement projects started late last year and were slated to finish by August 2018, but we will complete them within July 2018. On top of that, we are also adding 15 toll booths—three on the northbound direction, two on the southbound direction, and five portable booths on each on the north and south sides of the Paranaque toll plaza. This will effectively double our throughput capacity,” Bautista added.

Roughly 140,000 vehicles use the Cavitex daily.

CIC is a subsidiary of MPT South, one of the three tollways holding companies of Metro Pacific Investments Corp., the largest expressway operator in the Philippines.

MPT South to construct Cavite portion of Calax when it gets ROW

METRO Pacific Tollways South Corp. (MPT South) may start constructing the Cavite portion of the Cavite-Laguna Expressway (Calax) as soon as it receives a “substantial” portion of right-of-way (ROW), a company official said.

Luigi L. Bautista, the company’s president, said his group hopes to receive about 40 percent of the Cavite easement before it can start the construction of the expressway.

“We have yet to receive substantial right-of-way to allow us to start. We hope to get about 10 kilometers [km] to 11 kilometers of the 28 kilometers to start,” he said in an interview.

The company tapped Leighton Asia to build the Cavite side of the expressway, which involves the construction of a 28-km, four-lane expressway.

Construction of the segment was initially seen to start this quarter.

For the Laguna side, the company has started building the seven bridges and the embankment walls for the main carriage way.

DM Consunji Inc. was tapped for the 18-km segment.

The P34.5-billion facility will start from Cavite Expressway in Kawit, Cavite, and end at the South Luzon Expressway-Mamplasan Interchange in Biñan, Laguna.

The project will involve building a four-lane expressway from these two points through congested residential and industrial areas in Kawit, Imus, General Trias, Dasmariñas and Silang in Cavite, through to Santa Rosa and Biñan in Laguna.

The project will have eight interchanges and one main toll barrier.

Construction is expected to be completed by 2020, while operations and maintenance would be from 2020 to 2050.
